Cruiser Radio-Location Programme Batch III
HMS Lancaster, Leonidas, Latona, Leviathan, Leander, Largs each receiving a 5% refit taking one month adding one Type 278, one Type 284M and four Type 282M sets and changing the 57mm and pom-poms for 18 new-pattern 2pdr AA guns in six twin and six single mounts. Cost 276 tons per ship totalling 2,256 tons. All completed this quarter.

I am somewhat confused by the entries in Section E of the report, Infrastructure.

You have duly noted production of 1.6 IP from the eight dedicated factories - 0.8 Regular plus 0.8 Bonus - but have only expended 0.8 IP in construction, noting a carry-over of 0.4 IP.

Now, rule 1.1.1 - Peace Time Production, is silent on the question of whether IP can be stockpiled or not, and that is a point that may need discussion and clarification, but if such is allowed, why not a carry-over of 0.8 IP and only 0.4 IP? I can't seem to find any other IP expenditures.

Well I'm carrying over because I've nothing else to spend it on this quarter. It will be used next quarter.

I note your point about stockpiling, but Rule 1.1.2 was written retrospectively. My report model is based on RLBH's work (perhaps he based it on even older report styles) that features a surplus IP and carry over IP categories so I assumed that IP was stockpilable like warship material for one quarter. Lately we've been treating IP and Material as two sides of the same coin (scrapping ships into IP etc.) so I don't see a major problem.

Except perhaps for the 0.4 IP that seems to have fallen through the cracks? ?(

Note two of the docks in Q3 were at 0.6IP and other two 0.8IP totals so you may have missed that not all the docks in this quarter received identical amounts.

I don't think there's an issue with stockpiling IP, though I don't see much reason for it unless you're waiting to put it down until a particular facility is clear.

But what's this about 'scrapping ships into IP'? I don't recall ever discussing that, and I definitely don't believe that falls within the scope of the rules.

Anyhow I'm only stockpiling to keep my accounts in order since I like plan infrastructure for each year. In reality what's left over when the workers clock off on 31st December 1944 is going to be there on 2nd January when they return to work!

I don't ever think anyone actually made use of it either so its probably another reason why it dropped off the radar too.
Likewise other folks might have stockpiled IP before but just never been noticed before.

Ah. That explains the situation a bit better. However, I agree with Brock; revisions of this sort ought to be included in the official set of rules, in order that anyone taking over playing a country knows what he can or cannot do.
